It has already been read .twioo in tho Provincial Ojunoil, and by thh time there is very liltlo doubl but that it Im paisoil tho third reading, and is now an Act in forco :— The following fa a Bill intituled an Act for making temporary provision for tho tt<jpre«ontation of tho Mining Population of tho West i. oast of tho Provineo of Canterbury iv the Provincial Council of that Provineo :—: — •'Whereaiit is expedient that tho population of tha Wesh Ooaifc of tho Province of Ointerlmry should be enabled to elect, represent Uivoa to tbd Piovinoinl Council of tbo naid Piovinoe. .

"Be it therefore enacted by the General Assembly of New Zealand, in Parliament assembled, and by the nnthority of the same, as follows — "I. The short title of this Act shall be 'The West Coast Qoldfiold Provincial Representation AoL 1865.' 11. " Two Members shall be returned to the Provincial Council of the Province of Canterbury, as Representatives for the West Coast Goldfield, within the said Province, who shall be elected by persons duly qualified under the ' Miners' Representation Act, 1862/ and the 'Miners' Representation Aot» 1803.' " 111. Tho Governor shall upon the passing of this Act with all convenient «peed appoint fit and proper persons to be returning officer nnd poll clerks respectively for the s;iicl Goldfield, and s'mll appoint such polling places as he may think fit therein and shall take all such steps as may bo necessary to provide for tho duo election of such Members according to law. "IV. The Superintendent of the said province shall as soon as possible after tho passing of this Act issue a writ and tako other steps us may be no* cessary for the due return of such Members. "V. This Act shall remain in force until such time as provision shall have been made by an Ordinance of the Superintendent and Provincial Council of the said Province for the due representation of the population of the West Coast Goldfield in the said Provincial Council. And' from and after the day on which such Ordinance shall have received the Governor's assent this Act shall cease to hare any forco or effect whatever."
