FRANCE.
It is rumoured that the Government propose sending 10,000 troops to Mexico to crush Juarez ; but it is also reported that Seward has sent a despatch to the French Government, stating that the United States cannot recognise the Emperor Maximilian either now or in the future. It also declares that the Monroe doctrine is adopted as their foreign policy by the Washington Government. The French and English iron-clad fleets are to visit the coasts of both countries, and then to assemble at Plymouth, at the suggestion of Napoleon.
