FRANCE.
Napoleon's intention of visiting the Suez Canal before his return to France is causing much disappointment in Paris, where great uneasiness prevails concerning affairs in America, as the Government is trying to suppress news from there, and representing the emigration from New York to Mexico as harmless, and that the policy of President Johnstone is peaceful and prudent. The Army Bill was discussed at great length for two days in the Corps Legislatif, particularly that portion of it which proposes the calling (hit of an additional 100,000 men as contingent for 1865. The Opposition urged that there was no need for such a large army. Amendments for the rejection of the bill were passed by a large majority.
