The National Defence Ministry declared that 250,000 Communists arc fleeing northwards before the advancing Nationalist columns following one of the biggest national victories of the civil war north-east of ChangChung. Communist headquarters report that the Nationalist forces crossed the Yellow River and are within fifty miles of the Communist capital Yenan. Despite a general acknowledgement that the nationalists are able to take any point on which they decide to concentrate a force, neutral military circles still regard the most important features of the Chinese civil war as: (l)The vast terrain that must be

policed by the Nationalists. (2) Refusal of Red Guerrillas to fight pitched battles. (3) Inflationary consequences of supporting Nationalist Army of 4,900,000. The Communists apparently are still evacuating cities in the face of superior forces, and ar? hitting Nationalists at the weakest points, especially along railways.
