PARDON FOR BILLINGS NOT FAVOURED
attitude of the board STATE GOVERNOR TO APPEAL SACRAMENTO (Cal.), Feb. 24. The Pardon Board has refused to recommend a pardon for Warren Billings, who was convicted as an accomplice of ToHt Mooney on the occasion of the Preparedness Day bombing. Governor T. Olsen intends to ask t?e California Supreme Court to recommend a pardon. Mooney was pardoned this year.
