AMERICAN CAPITULATION HOUSE ADOPTS AMENDMENT TO DEFENCE BILL [By Telegraph—Press Association—Copyright] Received Feb. 24, 10.30 p.m. WASHINGTON, Feb. 24. The House of Representatives, by 205 votes to 168, adopted an amendment to the Defence Bill eliminating the five million-dollar provision for Guam because it would constitute a provocative act that could hardly fail to alarm Japan.
