RECOGNITION OF FRANCO BRITAIN’S MOTIVES STATED HELPING RECONSTRUCTION [By Telegraph—Press Association—Copyright] LONDON, Feb. 23. The British Ambassador in Paris, Sir Eric Phipps, had a similar talk at the Quai d’Orsay. The British Government no longer wishes to have the responsibility of maintaining a recognition that might encourage the Republicans to .endure further slaughter and also believes that by transferring recognition they will be helping in the reconstruction of Spain.
