FOREIGNERS MAY BE CALLED ON BERLIN. Feb. 16. Field-Marshal Goering has L.xcd a decree empowering Germany to call on the services of foreigners for work of national importance if this is endangered by a shortage of labour, ine decree also gives the Ministry of Labour wider powers over Gorman workers, including transference to new occupations, if necessary. , The decree does not apply to foreigners exempted by treaty or by Lu* recognised rules of international law.
