RRITISH COMMON WEALTH REALISATION BY DOMINIONS Received Feb. 10, 9.30 p.m. LONDON, Feb. 10. i The Times, in a leader, says: "The i Dominions have been quick to realise in the prevailing conditions that the [British Commonwealth must be strong :to resist attack if it wishes to escape [aggression. New Zealand has done ■ much in the last three years, which is iall for the good. Public opinion, howlever, is in advance of the Government instead of lagging behind. There is a similar state in Australia, where the iparties have agreed on the need for a swift extensive of rearmament. New Zealand and Australia have the same differences of opinion as Britain over the merits of voluntary recruiting and compulsion. Everywhere there is a [vigorous determination to prepare for an emergency which, it is hoped, will not arise, but for which preparedness is the only effective deterrent,”
