FINANCE BILL IN COMMONS. LONDON, Feb. 8. ‘ The House of Commons gave a second reading to-night to the (Czechoslovakia Financial Assistance [Bill after the Chancellor of the Exchequer (Sir John Simon) had explained in some detail the agreement I which had been arrived at with [Czechoslovakia and France and had pointed out that Czechoslovakia had lan honourable record in respect to [keeping its engagements. ; He said he had undertaken to give a detailed statement of expenditure I for all purposes actually incurred in [each quarter. The position of refugees had been safeguarded.
