START OF SERVICE ARRANGEMENT MODIFIED WASHINGTON, Feb. 3. The State Department announced that there has been an exchange of Notes with Britain under which the Anglo-American arrangement for the trans-Atlantic air service requiring the service to be simultaneously inaugurated by Pan-American and Imperial Airways will be modified to permit Pan-American Airways to begin whenever the company wishes.
