RUMANIAN CABINET PORTFOLIOS RESHUFFLED Received Feb. 3, 5.5 p.m. BUCHAREST, Feb. 1. M. Armand Calinescu, the new Home Minister and Vice-Premier, as the result of a Cabinet reshuffle, becomes the leading figure in the Government. It is believed that he will eventually succeed Dr. Mirou Cristea, who is ill, as Prime Minister. M. Calinescu was responsible for the suppression of the Iron Guard. General Floreazenscu has been appointed Chief of the General Staff, replacing General Jonescu, who has been appointed Inspector-General.
