UNIVERSITY COLLEGES PL,.A BY CHANCELLOR | Per Press Association.] CHRISTCHURCH, Feb. 3. “The university colleges may be said to be an inadequately supported system —to be in financial hobbles from lack of funds to meet urgent needs for increases in staff and additional building accommodation. They are, therefore, left with meagre funds to support research activities,” said the Chancellor of the University of New Zealand, Hon. Dr. J. A. Hanan, M.L.C., in his address at the annual meeting of the Senate. “Experience proves that it always pays a country to provide a generous system o.f scholarships to encourage and draw out. its most talented young people,” Dr. Hanan said. “The results of such a policy are to add to the social heritage of knowledge and skill and the real intellectual wealth of the community. “There is need to arouse agriculturists and manufacturers to a full appreciation of the wonderful possibilities of scientific discovery, with its practical results for the advancement of these industries. There is also need to impress upon all people that they should, by every means in their power, forward the work of the pure scientists who are the advance guard of civilisation. Their work is conducted with a philosophic purpose, for the discovery of truth and for the extension of the realm of knowledge.

When considering the subject of the limited financial resources of our university colleges, each seeking to cover all subjects and have complete departments, I have asked myself the question when the time would arrive for providing some check on duplication. Is it possible in the higher sections of departments that a division or specialisation of functions among our university colleges might be made? There would be, I recognise, strong objections, raised to such a project.”
