[“That investigation will be made some (time, but no arrangements have been (made for it so far. It is a question [of finding out how the country quota (operates. All we want to do is to ascertain how it. affects voters generally. I don’t suppose there is a man in Parliament who can say how it .operates, and what the effect, would be if it were removed. I want to find out actually what the position is.”
