The following notices to mariners are gazetted : The period of the flashing white light on South Solitary Island (east coast of Australia) has been altered. The light now flashes white every three and three-quarter seconds. On the evening of December 15 the white light exhibited at Marsden Point wharf, Wellington. will be permanently discontinued, after which the wharf will be demolished. The master of the Waihemo reports having, on November 4. whilst on a voyage from San Francisco to Suva, passed a patch of discoloured water with a small break on it and a white scum, covering an area of about two cables in latitude l(hr/ns IBdeg. south, longitude 172 min 26deg. west. A moderate confused swell and very little wind existed at the time. Information has been received that the inhabitants of the Kermadec Islands (South Pacific Ocean) are now located at the uorth side of Raoul, or Sunday Island. It is intoned the inhabitants hoist a flag on a flagstaff at Fleetwood Bluff if they desire assistance from a passing vessel. A SWISS FREE PORT? It is understood, states “The Syren and Shipping,” that a group of Swiss financiers have approached the Belgian Government with a request for sanction to acquire about 800 acres of land on the left bank of the Scheldt at Antwerp for the purpose of creating a free port. This section of Antwerp's waterfront is at present occupied partly by warehouses and partly by a queer “longshore” community whose presence has long been a source of anxiety to the municipal authorities. The latter. in fact, are known to have been contemplating the clearing of this area for some time past, but their plans envisaged the construction of additional docks as an extension to the port of Antwerp. The Swiss, however, are very desirous of having direct access to the sea. and they have offered to do the clearing and all necessary constructional work if the Government will approve of their free port scheme, the advantages of which to Swiss importers and exporters would be numerous and important. In addition, the financial interests concerned are reported to have offered to take over the responsibility of carrying out the much-discussed project of connecting the two banks of the Scheldt at Antwerp by a tunnel, thus doing away with the present system of ferry-boats. The Belgian Government, it is stated, are now considering these proposals, but no official pronouncement on the subject has yet been made. _
