The do cisions of the Imperial Conference and General Hertzog’s whole-hearted ao ceptancc of them completely justified the Party’s action. Ho maintained, however, that thero was no material change in principle from the position defined at the Imperial Conference three years ago, when tho right of treaty making was freely conceded to the Dominions. What changes were made were of minor importance. He hoped now that they were finished with secession for ever.
