DOMINIONS’ STATUS
A MINOR CHARGE OMS SOUTH AFRICA’S PART “FINISHED WITH SECESSION” By Telegraph—Per Press Ama.—OpyrfrhL CAPETOWN, Dec. 8. Addressing the South African Party Provincial Congress at Pretoria, General Smuts made his first reference to ithe status question since Mr Roos’ repudiation of secession. Ho said th< work of the South African Party wai now crownod with success. The do cisions of the Imperial Conference and General Hertzog’s whole-hearted ao ceptancc of them completely justified the Party’s action. Ho maintained, however, that thero was no material change in principle from the position defined at the Imperial Conference three years ago, when tho right of treaty making was freely conceded to the Dominions. What changes were made were of minor importance. He hoped now that they were finished with secession for ever.
