The "Times'" St. Petersburg correspondent states that the Government is discussing .tfhe question of universal suffrage, and will possibly adopt a modified scheme. The Zemstovists are willing to accept suffrage in the second degree forthe peasants .and >& direct ballot for the rest of the population. -
The " Daily Telegraph-" states that the Czar (has i&ssued a Finnish manifesto without ©onsuiHyng Count de Witte.
