A doctor at Elieff writes that 25,000 Jews there have, been killed and wounded, and ia thousand women and children outraged and •strangled. He declares that the governing jGrand Duke organised tihe massacre. ~ .■ •.. -. . LONDON. November 8. The " Times' " St. Petersburg correspondent states that Count de "Witte and the Premier, have made some alterations in the-Oalbinet. Prime© Wruisoff is to 'be Minister of the Interior, and M. J. Shipoff, who is a younger brother of M. Shipoff, ia former Zemstvo leader, takes the, port folio of Minister of Finance. Eugene Troubetzkoi, Professor at the Kieff University and a brother of an ex-rector of the Moscow University, is to be (Minister of Education, while M. Shipoff has been appointed Minister of Agriculture. The correspondent adds: The selection is excellent, but -measures, not men, are required. Count de Witte'e catch words, " Unity and the greatness of Russia," may temporarily rally the ignorant, but those who won the present concession, namely, Constitutionalists and Socialists, remain aloof, and are bound sooner or later to enlist the peasants and workers. This apprehensmion prevents the Government yielding on the main question of universal suffrage as a constituent of tihe assembly.
