LONDON, November 9.
Earl Percy, in a speech, at North Kensington, referring to the fiscal ques" •tion, favoured a duty on foreign goods, when necessary, to secure fair terms for British exports.
Mr H. Pike Pease, M.P. for Darlington, speaking 3tt Darlington, said it was not generally known that Mr Joseph Chamberlain, besides sacrificing the emoluments off office, generously, gave at the outset i& cheque for £5000 to the tariff Reform League.
