Count do'Witt* told a Zemstvos deputation that General Trepoff is the only man supporting his efforts for the largest possible reforms. Count de Witt© admitted that the Government was unable to pacify the country, as it did not possess the confidence of tho people. Universal suffrage was impossible /because it would raise the whole Jewish question.
