Baron Sternburg, the German Ambassador at Washington, in proposing the success of the "new commercial treaty," said there must be a change in the order to avoid a tariff war. He added t>hat Germany was anxious for the treaty whereby such was to be avoided and good relations, preserved.
--Mr Elihu "Root-replied .that he earnestly desired to avert trouble, and wished for an ,opportunity to negotiate a treaty whidh the Senatei would approve. ,-He was •: doubtful whether he would-be able to frame such a treaty, but wished to be shown a 'basis for negotiations which' would be likely to prove successful, but he would riot smbmit to the Senate any treaty not meeting the Senate's views. If Baron Sternburg would submit a basis of a treaty which the Senate would be likely to ratify the tariff experts would be asked to i-eport .thereon.
