The Newfoundland dispute jtvith America regarding the (herring fishery at the Bay of Islands is increasingly serious. The American there sent a steamer to convey 50 men to vessels outside the three-mile Idmit. The colonial cruiser Fiona compelled the steamer to return and threatened to seize her as she was without a clearance, which the Customs refused to grant except for •a genuine voyage. The Americans declare that they will appeal to Washington to send a warship.
