Count de Witte'appeal's confident that ho will be able to guide the nation tranquilly into the paths of constitutionalism.
The Cabinet tentatively consists of Prince AlesLs, M. Obol'ensky (Ministor of the Interior), M. Romanoflf (Minister of Finance), M. Koni (an able jurist), Senator Justice Krosovsky (President of the St. Petei-sburg Duma). Count de Witte holds no portfolio. At present the Ministers of Foreign Affairs, Wai-, and' Marine remain unchanged. The Cossacks and the police resent the manifesto: They have provoked disorders at Odesso, Poltava, and Kisheoieff, killing many without provocation.
