The " Daily Telegraph's" St. Petersburg correspondent reports that at midnight, after may hours' conference with M. Witte, the Czair aooepted the liberal programme, appointed M. Witte Premier, and resolved to grant a representative assembly of a fully representative character. An imperial manifesto is expected to-day. This news was 'brought from Peterhof by steamer, the telegraph and telephone lines being cut. Fully a million and a half of workmen have struck, and the whole industrial system is paralysed. ST. PETERSBURG, October 30. There are many reported disaffections amongst the troops. According to eomo reports the strike is likely to terminate dhortly, since the Socialists desire to avoid collision with the troops until December or January, when preparations for an airmed insurrection will be completed.
The day passed quietly in St. Petersburg.
