TREPOFF IN COMMAND

THE STRIKERS OBTAIN ARMS

Received October 28, 12.56 a.m. ST. PETERSBURG, October 27. A ukase has placed General Trepoff at the head of the St. Petersburg garrison.

The Council of Ministers has recommended the Czar to establish a Cabinet, the Premier's title to be President of the Council, with the right to propose candidates for all Ministerial posts, excepb that of foreign affairs, wa<r, marine, and minister of the court.

M. Witte was appointed with wide powers. He summoned the Council and decided to immediately grant freedom of the Press and the night of meeting.

Cars filled with arms and ammunition arrived at tiie Finnish railway station at St. Petersburg, and were emptied, (before the police oame to take possession. No arrests-.were made. . <

■Milksarts at the same terminus were v prevented from starting for the town, the police not interfering with -the strikers. . ■ -:

Many quarters of St. Petersburg are without bread and milk.

General Trepoff (has ordered all the provision shops to reopen, otherwise the slhopkeepers will be deported within 24v hours.

Troops aire quartered in every part of the city. Cossacks and infantry are patrolling the streets, and workmen's meetings continue in different quarters.
