Received October 27, 8.42 a.m. LONDON, October 26. Lord Rosebery, speaking at Stourbridge, said that he would place the question of education in the fore-front as an issue for the next election. He called fnr a frank and clear declaration from the Liberal leadens regarding the future of Ireland. Liberal leaders must declare Home Rule outside of the.compass of the possibilities during next Parliament or riake it a supreme question at the elections. Any middle policy placing Home Rule in the position of a reliduary and only exhibiting it occasionally like a saint's relics would not earn*sympathy or success in Britain. Emphasising the need of efficiency of administration and the need of a swinging- majority to restore the real power and authority of the House of Commons, Lord Roaebery urged it to be thef jfirst duty of the Liberals to overhaul very thoroughly the national expenditure. He believed that when the colonies meditated on our enormous expenditure they would think once, twice, or thrice before they would ask us to play fisoa' tricks or tax the food of the people. They might find in 1906 a decrepit- Government or a Government go new tihat it would have insufficiently mastered the questions, for discussion, but whenever tlhe colonies came to us in conference—and the date rested with the wishes of the colonies —they would be assured of a .hearty welcome and an unrestrained hearing. He concluded by uttering notes of warning regarding foreign relations, though he was glad for the cake of continuity of the policy that the Opposition leaders supported the agreement with France.
