The " Times'" 'St. Petersburg correspondent states that, with a view to defeating the Anglo-Russian, entente, Germany offered Russia most alluring inducements. Her proposal had .reference to joint action in the Baltic and the ultimate apportionment of AustriaHungary. M. Witte readily advocated it, but France emphatically opposed the scheme, and its defeat will possibly explain the attacks on Lord Lansdowne and the retirement of the German Ambassador.
