Received October 24, 8.24 a.m. LONDON, October 23. The "Times" reminds Lord Rosebery that Australians had no call to express themselves respecting Chinese on the Rand, as tihat was essentially the Transvaal's decision, taken on the same autonomous principle prevailing already in self-governing colonies. For the Liberals to interfere to upset deliberately the expressed desire of any colony would be a strange departure from Liberal principles.
