LONDON, October 21
Mr. John Morley, speaking at Forfnr, stated that the next Liberal Government would pursue a vigorous, pucnfic, rational policy. Personally, he favoured the creation of an Irish Parliament under the paramount authority of the Imperial Legislature. He did not; expect the reform of Irish :Govornmeut would be the first measure of the new Parliament. The South African anexation was irrevocable. Fullresponsible' Government must be given at the earliest opportunity.
