Received October 20. 9.23 a.m. SYDNEY, October 20. The Rutledge Royal Commission has practically concluded taking evidence. Mr Rutledge addressed the Commission, and declared that those who could substantiate 'his .case . bad not oome forward. Mr Hall also .addressed the Commission, (maintaining that his appointment to the public service was enirely due to his ability, and not to an alleged change of religion. The Government allows British immigrants, as a concession in fares, a reduction of 2 per cent, on the capital value of the farms <fchey apply for. Twenty thousand of the £50,000 capital for a popular Industries Company, which is now forming to develop New Guinea, has been.subscribed in England. Practical development work will begin ehortly. MELBOURNE, October 20. A boat belonging to the French barque Jean Bart capsized, and two seamen were drowned.
