Witts, informally conferring with influential reformers, asserts that the Czar is sincerely desirous of meeting tho wishes of th© nation, and has the greatest desir© to became a constitutional sovereign like King Edward. He only 'hesitated to grant a constitution because he >was net convinced that the notion desired it. The reformers are profoundly sceptical a-nd suspicious, and there is much dissatisfaction at the limited franchise under the Duma, there being only 13,000 electors at St. Petersburg out of a population of 1,400,000.
