WASHINGTON, October 19
President Roosevelt, while touring the Southern States, spoke at Richmond. Be said America is bound to play a great part in the world, and must liaise her voice for righteousness and peace. Owing to undertaking to police the seas at either end of the Panama Canal, America had a peculiar interest in the preservation of order for the peaceful passage of commerce in the Pacific and Oarribean Seas. Indirectly a-efonring to Venezuela and San Domingo, lie stated that if the nations in the vicinity of the canal decline wise and generous assistance they will ultimately cause America to face humiliation in bloodshed.
