BOROUGH COUNCIL.

Tho usual fortnightly meeting of the Uorough Council was held last evening. PRESENT.—His Worship the Mayo/ 'Mi. A. G. Bigneil) and Crs. P. Bell, G. Caiman, R. W. Green, T. B. Williams, T. H. Battle, H. Purser, E. N. Liffiton, and Cohen. MINUTES.—The minutes of the previous meeting were read and confirmed. SANITATION COMMITTEE.- The Sanitation Committee submitted the following report:—l3th October, 1905. —Present, the Mayor and Crs. Green, Purser, Bell, and Williams. To the Council,—Your committee met to consider the Health Department's communication asking for further consideration of the Council's action in returning certificates ordering the removal of ruinous buildings, with tho request that the Department itself take steps to carry out its own requirements. Wo recommend that the Department be informed that the Council have no desire to shirk their duty, but that when tho arrangement to contribute to the payment of salary of the Department Inspector was made with Dr. Valentino it was agreed that the carrying out of the demolition of condemned buildings would be enforced by the Department's officer. The Committee therefore do not recommend the Council to rescind the resolution passed on 13th June, 1905.—Adopted. BATHS COMMITTEE.—The Baths Committee submitted the following report:— 6th October, 1905.—T0 tha Council.—Present: The Mayor, Crs. Battle, Green, Purser, arid Johns. The following matters were considered:— 1. Letter fro.n Board of Governors of Girls' College, asking permission to employ the custodian of the Public Baths to give instruction at the Girls' College for one hour per day from 11 a.m. till noon, from the middle or end of October until the end of April, 1906, with the exception of six or seven weeks from the middle of December, during which time the College will be closed". The committea having interviewed Mr. Olds ; who stated that tho •*ime mentioned in.the application was the hour during which his services were least required, we have decided to grant the Board permission to employ the custodian, subject to the pleasure of the Council, and therefore ask that our action be approved of. 2. Alteration of season and tickets: The committfe consider that it is now too late to make any alteration with regard to the' season and prices of admission tickets 3. Hot Baths: We have agreed that the custodian i>a allowed l^d. pei hot bath in consideration that he supplies towel and soap to all users of the hot baths- 1. Custodian's salary: With regard to Mr. Old's application to be placed on a yearly salary, tho committee recommend his salary be fixed at £100 per annum, payable monthly from Ist October, instant, and free house.—Adopted. RESERVES COMMITTEE. — The Reserves Committee submitted the fol-

lowing report:—23rd September, 1905. —To the Council.—Your committee r>.et on the above date, when there were present: The Mayor and Crs Liffiton and Caiman.. We inspected, in company with the Borough Gardener, Queen's Park. Mr. Cannons pointed put the work he proposed to put in hand. These works comprise laying out the flat fronting the Drill Hall in accordance with plan submitted herewith. Tho flat is to be levelled, clayeu, and grassed, roads are to be made, formed, and gravelled, in the position shown on plan. The grassed area ia to bo fenced "by a neat description of fence, the slopes of Tiigh ground are to be trimmed, and a pathway formed along the face. We approve of the suggestions made by Mr. Cannons, and recommend that they be given effect to —Adopted. Battle jand Cohen. Re Mrs. Falkner's application for I improvement to Liffiton/.' street. Your committee, in company with Mr. -Gilmour, visited this locality, and as the result of our inspection} recommend the Council to form, claj^ arid gravel Liffiton street to the boundary of Mrs;Falkner's property, the Foreman's estimate for which is £35. This work,'.'-if undertaken, to be the commencement of the formation of Liffiton street to give access to valuable borough lands which will fall in in the near future. We also visited the old Cemetery road, now Guyton street, and recommend that the Foreman be authorised to remove the old fence on the south side of the road to the proper boundary line, and that a footpath with concrete kerbing bo constructed. Also that the Cemetery Trustees be asked to remove and erect their fence on the correct line. Purnell Street: We recommend that the Racecourse Trustees bo notified that the Council requires their fence to be set back to the proper boundary to enable the Council to construct a footpath from Ingestre street to Mr. Hogg's property, on the Racecourse side of Purnell street.—Adopted.

ROADS.—The Rev. T. B. Maclean (on behalf of the Industrial School Estate Trustees) wrote requesting the Council to take over and form certain roads in the estate and constitute a special rating district.—Referred to the Works and Finance Committee. REBATE OF RATES.—D. Gellatley wiote asking for rebate of rates on building in Avenue which had been uncccupied during the past six months.— Referred to Town Clerk. RESIGNATION.—Cr. Johns wrote resigning his position as Councillor.— Accepted with regret. SACRED CONCERT.-Mr. E. H. • Buckingham wrote asking for permission to hold a sacred conceit in Wan- •■■ ganui on Sunday evening next. A programme was submitted.— to tho Opera House CommitSfi'tee. COOK'S GARDENS—Messrs. J. T. Muii'j W. R. Huck, and J. Dempsey, representing the Carnival Committee and the Caledonian Soc'ety, waited on tho Council and asked that these bodies i

should be allowed the use of Cook's Gardens for their sports meetings for 10 per cent, of the gate takings, instead of 15 per cent., as hitherto.—Referred to the Reserves Committee. WELSBACH MANTLES.—The Ga* "Works Manager reported that the Welsbach Company had agreed to supply burners at a reduction of 22A per CeRUBBISH RECEPTACLES. — The Health Department wrote stating that should the Council so desire, a pattern rubbish bin would be forwarded to the Council.—Offer accepted. TENDERS.—The Council then went ir-to commmittee to open tenders. On resuming, it was reported that the tender of F. Atkins be accepted for dost carting and the removal or nightMJll. ' GARDENER'S REPORT. - The Gardener reported as follows:—I have tiro honour to submit, my report for tho four weeks ending 14th October. The work in Cook's Gardens has been finished with the exception of the construction of concrete channels for storm water and gravelling the road. The contractor for the supply of clay has completed his contract. The whole of the ground is now in grass,, which is coming on very well, and the slopes, including the hill, are now strong witn ioeplant. We have planted about 46 chains of shelter trees at Virginia Lake, cleaned up St. George's Gate Reserve, and done other routine work such as cutting grass in the oval at Cook's Gardens, cleaning up roads, etc., also keeping Moutoa Gardens, which are now in good order. We are at present constructing concrete channels for storm water at Cook's Gardens' main entrance, cleaning up roads, etc., and as there is considerable growth tho cutting of grass and cleaning up generally will occupy the greater part of our time during the coming month. The prison gang "commenced work at Queen's Park on the '26th September, and considering the broken weaMer 02 late, have made a good start with levelling the flat facing the Drill Hall. With regard to that portion of Queen's Park between the newly formed tennis courts and Villa Marie, I would recommend that the surplus trees be removed, as we shall require to deposit some surplus sand there front the upper end of ouf present "work. Tho trees can be removed for the wood, and it is desirable to remove as many as possible before the dry weather sets in, as there is considerable danger of fires during the summer months. Last summer both the police and the Fire •Brigade were called out several times, both by night and day, to put out fires, and on-one occasion the place was on fire in five places at once.
