Received October 16, 8.30 a.m. LONDON, October 15. The " Times'" correspondent in the Caucasus, describing the rioting, states that Prince Louis Napoleon, who is an officer dn the Russian Army, ordered the troops to shoot to kill and not to frighten or wound, declaring: " I must teach these wild beasts that they must live like human 'beings." Received October 16, 9.42 p.m. ST. PETERSBURG, October 16. The Council of the Russian Empire, at the Czar's command, suspended the bulk of its legislation amd laws, and returned bills which, were awaiting consideration to the Ministerial Department for introduction to the Duma.
