The petition of the Honourable' John' Bryce of Brunswick, in fchj» Gbunfcy of Waitotara, Farmer, and David Peat of the Wangaaui DilttKtand I County of Waitotara, Farmer;" iwnet ; Joe Reginald Sornmerville of the ; Wanganui Diatriot and County of Wanganui, Farmer, whoao names ure subscribed. '• I,— Your petitioner, John Bryoe«- is a perjon who was a candidate at the above election, and 1 your petitioner David Peat is a pecaon whovoTedat the above election, and your petitioner Joe Reginald Sommerville is » parson who voted at the above election; 2.- And your petitioned, state that the election was hold en on the 26th day of September, 1887, when George Hutchison, of the Borough of VTaa* ganui, Solioitor, John Morgan, of the Wanganui District and County of Wan. ganui, Farmer, and yourp etitioaer John Bryce were candidates, and the Return* iog Officer has returned George Hutobison as being duly elected. 3. — And your petitioners say that after the passing of "The Corrupt Practices Prevention Aofc, 1881," fend before, during, and after the said election, the said George Hntchioon, directly and indirectly, by himself and his agents and by other persons on bis behalf, did give and lend and agree to give and lend, and did offer aud pro. arise and did promise to procure and did promise to endeavour to pifoour'a money and other valuable consideration to and for divers per Eons having votes at the said election, and to and for other peri sons on behalf of such voters, and to and for other persons in order to induce such several voters in certain bsßeg to vote, and in certain other cases to refrain, from votirg at the said election, and did also corruptly do such aots aa aforesaid on account of certain of suoh.vQteiß having voted and certain others -of such voters having lefrained from voting at the said election. 4. — And your petitioners further gay that before, during, and after the said election, the said George flutohiaba, directly and indirectly, by himeolf and his agents and by other persons on his behalf, did give and procure an-! agree to give and procure, and offer and promise to procure and to endeavour to procure, offices and places of employment to and for divers persons having votea at the said election, and to and for other persons on behalf of such voters, and to and for other persons in" order to induce such several voters in, certain cases to vote and in certain other oases to refrain from voting at the* said election, and did also corruptly dp such aots as aforesaid on aoconut of oertain of such voters having votea and* of certain others of such voters having i refrained from voting at the said oleo>« tion, s.— And your petitioners further Bay that before, during, aud after the said election, the said George Hutchison, direotly and indireoSly, by himself ! and his agenta and by other persons on his behalf, did make suoh gifts, loans, oilers, - pi'omisos, procurements, and agreements as are mentioned aud referred to in the two last preceding paragraphs to divers persons in order to induce suoh persona to procure and to endeavour to procure tho return of him, the said George KuiefciF.cn, to carve in the General Assembly, aud in oidar to procure and ';o eadesivotr to pro-jura the votas of cir6;s yei&uas having voles at the eaid' sljclios., A
6. — And your petitioners farther saj '_ thatbafore, during, and after the saio eleotion the said George Hutchison did advance and pay and cause to be paid divers Bums of uioney to and to tbe use of divers other persons, with the intent that fluoh moneys or oome part thereof should be expended in bribery at the said eleotion, and did knowingly pay and oauae to be paid divers sums or money to divers persons in discharge - V and repayment of moneys wholly or in part expended in bribery at the said eleotion. ■ 7.— And your petitioners farther say that the said George Hutohison, by himself and his agents and by and with, other persons, and by other ways and means on his behalf on the polling day of the said eleotion directly and in--1 direotly did give and provide and cause to be given and provided and was aooessory to the giving and providing and paid wholly or in part the expenses incurred for meat, drink, entertainment and provision to and for divers persons in order to be elected, and for being elected, and for the purpose of influencng such persons and other persons in certain oases to give and in certain other bases to refrain from" giving their ' votes at the said election, and on account of such perßons in oertain cases t^irg voted and in oertain other oases having "- refrained' from voting at the said eleo* j {ion, and on account of suoh persons in : oertain oases being about to vote and .- on acpount of such persons in certain . other oases being about to refrain from voting at the said election. . ." .... B.— And your petitioners further say ::-■ that before, during, and after the said ; ; eleotion, the aaid George Hutchison, by '] —himself and his agents* and by other ' persons on his behalf,' was guilty of a \: corrupt praotioe, to wit, " treating "as defined by the Acts of the General .'-Assembly, and as recognised by the % cojnmpn law and by the law of Parliar '■-; :; -I Msr9i— L An5 ! your petitioners further say that before, during, and after the said eleotioh.-the said GeorgeHutchison did.by himself and his agents,and by other persons on his behalf, for the purpose of promoting and procuring the eleotion of the said George Hutchison at the said : engage .and employ divers " Ir persons for 'payment, 7 and promise of paymentjTn contravention of Section 12 ;i of"The Corrupt Prabtices Prevention r . ifS -.Art, 1881." ... ib.^-Arid your petitioners further say that, before, during, and after the said /election, i>he said George Hutohison did, by himself and his agents, and by other .--. persons on his behalf, for the purpose of promoting and procuring the election of the said George Hutohison at the said eleotion, pay; and oontract to pay divers sums of money on aooonnt of the '"conveyance of divers persons having , ; i votes at the said election to and from the poll, for the hiring of carriages, and ;.;.tfpr fares, and otherwise in :?Vontravention of seotion 18 of {'The Corrupt Practices Prevention Aotj 188 1 > ■> ' ■\~ 7 til*-— And- your petitioners further say that before, 'during, and after the "-'■ - said election, the said George Hutohison did, himself and through his agents, knowingly provide divers sums of money for the purpose of tbe same being paid and expended in illegal practices .' and foif 4he - purpose of repaying moneys which had been expended in illegal practices, ' .-•" 12.— And your petitioners further say that before, during, and after the said 'election; the eaidG-eorge Tlutohison did, by himself and "hie agents, and by other 1 'persona employed by him, expend large sums of money in payment to divers persons entitled to vote at the said '"I election j and to other persons, aad in -providing meat, drink, and entertainment for such voters and such other persons largely in excess of tbe expenditure permitted by '^The Corrupt JPraotices Prevention Act, 1881," and ihe schedules thereto; and that such , sums 7>f r .rm6ney were so expeccloft ;*:a Carrying en : systematio corrupt and practices by the said George "■i sfiutchisbn,' and by, the agents and ■'■ managers of the said George Hutchison. 1 13.—^And your petitioners further A say that the said George Hutohison, by l \himseJlf and his agents j and by other persons.on his "behaUj, did influence, • induce, and probure several persona to vote, and to record their votes at the r / said eleotion i although theysaid persons "Were, at the mne of' so. voting, to the knowledge of ihe said George Hutchison ,t, and his agents- so influencing, inducing, '•■'and procuring Buoh persons to vote as aforesaid, prohibited and disqualified by Statute from voting at such eleotion. ." 14. — And your petitioners further say that the said George Hutcbißonj by himself and bis agents, and by divers persons on his behalf, did, withont written authorities authorising him and them in such behalf, send in divers claims to have the names of divers other persons inserted on the. electoral roll for the eleotoral district of Waitotaraj and did, withont suoh -; written authorities as aforesaid, attach & and write the names of divers other persons on such claims in order to make them appear as the claims of suoh p(t3ons, and did, without suoh written authorities as aforesaid; procure the names of divers other persons to be inserted on the electoral Toll fos the Jeotorar district of Waitotara.
