In reply to Sir George Whitmore, Mr Wliitaker said that the reason the accounts for the last three menths of the financial year had not been published was because it was usual to reserve them for the Financial Statement.— ln reply to Mr Eobinspn, Nr Oliver said that the Union S.S. Company were charged the same as the public for goods carried by rail from Chris tchurch to Lyttelton — Mr Brandon moved the adoption of the Address in Eeply, which was quite formal. Mr Uarnicoat seconded it. Both speakers doubted whether thero was any demand from the public to alter the constitution of the Council. Sir G. WMtinore deprecated the action of Mr Bryce in shaking hands with Te Kooti, and eulogised the appointment of Mr Brandon to the Council. He questioned whether electing the Council would improve it, and said that he considered this paragraph in the speech was the greatest insuLt ever offered to a body of men. Mr Whitaker said that he considered that Hare's system would be the best way of electing the Council, but he I did not thinV anything coukl be done in the matter this .year. Dc Grace said that although the CouuciL was supposed to represent property, they had never flinched from taxing themselves. Mr, .\lantell said that when any improved constitution was brought before them he would supworc ic. Tlio ilebaie was adjouvned. — The lollowing Bills were read a second time without debate, and referred to the Statute Revision Council : Criminal Code, Criminals Execution, Property Law Consolidation, Trustee, Crown Grants, Sheriffs.— The Council adiourned at 5 p.m.
