WANGANUI BOROUGH COUNCIL. "VfOTICE is hereby eiven that the _L i following By-Laws will be considered, with a view to their adoption by the Council, at a Special Meeting to be held on Tuesday, the seventh day of November, 1882, at the hour of 6.45 p.m. : — BY-LAW No. 15. For regulating the Storage and Management of Petroleum within the Borough. In pursuance of the powers vested in them by " The Dangerous Goods Act Amendment Act, 1878," and of all other powers in this behalf in them vested by Law, the Council of the Borough oE Wanganui ordain as follows : — .• 1.. In this By-Law the word "Petroleum " shall mean and include the several articles and things mentioned in section 3 of " The Dangerous Goods Act Amendment Act, 1878," herein called " the said Act," notwithstanding the same or any of them do not give off an inflammable vapour at a temperature of less than one hundred and ten degrees of Fahrenheit's thermometer, and shall also include such other articles and things as have been since the date of the coming into operation of the said Act, or shall hereafter be declared under the provisions of section 4 of the said Act to come within the provisions of the said Act or "The Dangerous Goods Act, 1869." 2: No person shall keep any Petroleum within the Borough of Wanganui, except in pursuance of such written license in that behalf as is hereinafter mentioned, provided always that any person may keep in any private house Petroleum to the extent of eight gallons for private use. 3. Any person desirous of obtaining a License to keep Petroleum* in or upon his premises within the Borough shall deliver to the Town Clerk of the' Borough Council of the said Bcrough a written application for such License, and such application shall specify the situation of the premises wherein the same is intended to be kept, and the description and quantity of Petroleum which the applicant proposes to keep therein. <t Such application shall be considered by the said Borough Council, and every person to whom the said Borough Council may have resolved that a license be granted shall be entitled to receive from the Town Clerk a License under the hands of any tivo members of such Council authorising the applicant to keep in terms of the said License such quan tity of Petroleum as the said Council may in each case consider proper. 5. Every such license as aforesaid shall terminate on the thirty- first day of March in each year, and for every such License, there shall be paid to the Town Clerk the sum of five shillings for every quarter or fraction oE a quarter oF a year up to the said thirty-first day of March in each year. 6. Everyperson who shall d*, permit, suffer; or omit any act, matter, or thing contrary to the provisions of any of the sections of this By- Law, shall be liable to a penalty not exceeding £o for such effence, and in every case where such offence shall be a continuing one, to a further penalty not exceeding .£5 for every day or part of a day during which such offence shall be continued. . . BY-LAW No. 16. In pursuance of the power vested in themunder section 349 sub-section 4 of "The Municipal Corporations Act, 1876," and of all other powers in this behalf in them vested by law, the Council of the Borough of Wanganui ordain as follows : — , '1. Every person who shall lead or ride any horse; or shall lead or drive >any horse harnessed to and drawing any cart, dray, carriage, buggy, express, ,or other vehicle of any description, round or across any corner, ungle, or intersection of any of tbe streets, squares, or other publio thoroughfares in the Borough of Wanganui, at any pace other than a walking pace, shall be guilty of an offence. " ' ' 2. — Every person who shall lead or drive any horse, or shall lead or drive any horse harnessed to and drawing any cart, dray, carriage, buggy, express, or other vehicle of any description, on, upon, on to, over, or across any footpath in any street, square, or other publio thoroughfare in the Borough of Wanganui, at any pace other than a walking pace, shall be guilty of an offence. ■ "" 3. Every person who shall be guilty of an offence uuder this By-law shall, for every such offence, be liable to a penalty not exceeding Mb. ■, ' BY-LAW No. 17. In pursuance of the power vested in them under section 339 and section 349 sub-section 4 sub-division p of "The Municipal Corporations Act, 1876," and of all other powors in this behalf vested in them by ' law, the Council of the Borough of Wanganui ordain as follows : 1. It shall not be lawful for any person or persons between the hours of 8.30 a.m. and 4.30 p.m. to drive along, cross, into, or through any street, square, lane), court, alley, or tiny portion of the Borough of Wanganui, any cattle not in • harness or yoke ; provided that nothing herein contained shall be held to apply to milch cows going to or returning from depasturing or watering. 2. Every person who shall drive any such cattle contrary to the proyisons hereinbefore contained shall be guilty of an offence, and shall.be liable for every such offence to a penalty not exceeding £5.
