The Speech from the Throne speaks of continued friendly relations with Foreign Powers, and expresses a hope that the provisions of the Treaty of Berlin will be completely carried into effect. It is clear that it is no part of the Liberal programmo suddenly to offer the nation a policy of isolation, whatever may be the wishes of the extreme section of the party. A. special ambassador — the Eight Honorable G-. J. Goschen — has been despatched to Constantinople. Affghanistan is to retain its independence, but Mr Gladstone does not appear to shrink from the task of endeavouring to place the Government of that country on a secure basis. Federation of the South African Colonies is proposed, and British supremacy in the Transvaal is to be maintained. The proposed domestic legislation includes the renewal of the Ballot Act, and an important measure relating to lrolan d — the extension of the Borough Franchise. It is by no means clear that it will be wise not to ask for a renewal of the special legislation of the last Parliament for the preservation of peace in Ireland. Such, however, is the determination expressed in the Speech. The proposed reform in the game laws may or may not go far enough, but extensive alteration is loudly called for iv all parts of the kingdom, and some modification would not be resisted, even by Conservatives.
