It has boon announced that the Sultan has made a proposal to the Great Powers that a European Cuniniission should bo formed to enquire into the recent conflict between the Montenegrins and Albanians, which arose throunh the former taking steps to occupy territory ceded to them under the Treaty of Berlin.
