BOROUGH COUNCIL.

Tuesday, 18th May. The usual fortnightly meeting of the Council was held last night. Present — The Mayor (in the chair), and Crs Chadwick, Nathan, Willis, Sharpe, Hurley, Carson, and Richards. The minutes of the previous meeting were read and confirmed. Mr F. Richards made the declaration required by the Act, and took his seat at the Council table. A plan of the town, showing the water-mains and plugs, prepared by the Forman of Works, was laid upon the table. The Hospital Visitors’ Book was placed upon the table. Letter read from the Secretary of the Wanganui-Waitotara Highway Board, stating “That if the Borough Corporation will pay half the expense the Board will have the work performed to the boundary of the town.” Also, a letter from E. N. Liffiton, re repairs to Asylum Road. Both letters were referred to the Foreman of Works. The report of the Committee on C. O’Neill’s claim was read as follows :— “Your Committee having gone through all the details in connection with the above claim, have to report that they consider that the Council would not be justified in making any offer to or compromise with Mr O’Neill. The Committee also consider that the application for the other patents will not in any way affect the Council.” The report was read and adopted, and the Committee were authorised to continue to exercise their functions if necessary. The report of the Committee on Right-of-Ways was then read :— “Respecting rights-of-way, the Committee have to report that in their opinion each application should be considered on its merits, as under the Municipal Corporations Act, Building Regulations can be made by Bye-laws to prevent their abuse. The report was adopted, and Mr Burnett’s application for a right-of-way from Wicksteed to Ridgway street was granted. The Clerk stated that he had received a large batch of papers relative to the Melbourne Exhibition. Referred to the Exhibition Committee. Proposed by Cr Carson, seconded by Cr Hurley, and carried, That the Finance Committee go over the Rate-book with the Clerk, with power to institute legal proceedings against all defaulters. Cr Carson reported that the memorial to Parliament on the Taupo Quay question was now ready for signature. Cr Carson moved, Cr Hurley seconded, and it was carried, That Taupo Quay, below the Bridge, be formed and metalled up to its full width of a chain and a-quarter. Several accounts were passed for payment. The Council then went into Committee to consider the Loan and other business.
