BOROUGH COUNCIL.

A special meeting of the Council was held last evening, at 6.30 o'clock, to consider and adopt the lately published bye-laws relating to vehicles. A deputation of carters and others attended to suggest certain alterations and modifications therein, and after considerable discussion and the adoption of the bye-law relating to cabs, the remainder were all shelved. At the conclusion of the special business, the meeting resolved itself into the ordinary fortnightly meeting of the Council. There were present — His Worship the Mayor (in the chair-), Ors Ohadwick, Howe, Farrah, Sharpe, Bamber, Brown, Laird and Nathan. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE, The Clerk read a letter from Mr J. G, Woon, relating to the issue of publicans' licenses, in which the writer stated that although he was entitled to receive moneys and issue receipts in respect of such licenses, he was doubtful as to whether he was empowered to issue licensing [certificates, and suggested that the Council apply to the Government for the necessary certificate. The generally expressed opinion of the Councillors was that they had no authority to issue licensing certificates. Letter from John Perm, of Glasgow Street, asking the Council to give him access to his property by a bridge over the creek. On the motion of Or Laird, seconded by Or Sharpe, it was resolved to comply with I applicant's request, after reference to the Forum an of Works. Letter from A. J. Ketley and ten other owners of property abutting on London Street, asking the Council to endorse the representations contained in an enclosed copy of a memorial to the Minister for Public Woi-ks, setting forth the injuries, through depreciation of the value of their property, that the memorialists anticipate will accrue owing to the railway line destroying their present accessibility. On the motion of Or Chadwick, it was resolved that the Council endorse the action of the memorialists, and forward a memorandum to that effect to the Government. Seconded by Cr Nathan. Letter from Mr F. M. Betts, as solicitor for Mr J. Peat, claiming £17 10s from the Couucil, on account of damages sustained through an accident to a horse aud trap, caused by the obstruction on the road near the Lake. Cr Brown moved, Cr Chadwick seconded, aud it was carried — That a committee consisting of Crs Chadwick, Farrah, Howe, Nathan, aud the Mayor be appointed to interview Mr Betts on the matter. Letter from W. Atkins, staling that he had for some time been in the habit of depositing night soil on private property, but that the Council would novv have to provide a locality for the purpose. It was resolved that a portion of the reserve between tho Cemetery and the Cricket Ground bo used for the purpose. Letter from residents in Alexander Street, stating that the street is impassable, owing to the overgrowth of furze. On the motion of Cr Laird, seconded by Cr Nathan, it was resolved that the Foreman of Works be instructed to prepare an estimate of cost of clearing furze and forming the street. Letter from the Harrison Street drain contractors, stating that the late severe weather had thrown them back a little, and asking for extended time. It wa3 agreed to comply with their request. in compliance with a request, it was ayreed to inaico a, progress payment to the contractors for the Market Reserve formation. Letter from the Colonial Treasurer, requesting the Mayor to prepare and forward a statement of the financial position of the Borough up to the 30th June next., for incorporation in' the Colonial Treasurers Financial Statement. Agreed to. The Mayor stated that the Manager of the Bank of New South Wales expected the coupons for interest on loan to be received by next mail. He (the Mayor) desired the manager to pay the amount and charge it to tho Borough account, but Mr Peratou objected to that course. After some discussion, it wfia resolved that the Finance Committee be authorised to sign a cheque for the amount upon the arrival of the coupons. ÜBl'Olt'l'S The committee on Town Reserves brought up the followisg report : — That blocks 1,2,3,4,5,6,7,8,{U0.13a,14a, 1411,17,18,19, and 20, of the Town Belt be submitted separately to pubiic competition. That the offer of James Bridge, for a lease of a part of the Town Belt adjoining the Jews' Cemetery, be'accepted. That, on the expiration of the present lease, block 23, aud a part of the Cricket Ground be added to the general Cemetery.

Tlio Committee have also visited the groui.d and sand hills between Churton'a Creek, and the Cemetery, and have instructed Mr Field to prepare a plan of that part of the Belt from the lower end of the Racecourse to the river, with a view to form a road to the Cemetery by continuing Guyton Street, and thence to the present Cemetery. The blocks between the Cemetery fence and Chnrton's Creek to be put np for sale with the other reserves. The report was agreed to, gave in Hie case of blocks 9 and 10, which, by a previous resolution, had been reserved .from sale, Report from tho Foroman of Works, giving estimate of cost of proposed drain along Ridgway Street, from theAvoime to St Hill Street. Also, enclosing specifications and giving estimate of cost of claying and mettaliug Wicksteed Street. : Ordered to lie on the table till next ] meeting. Resolved, on the motion of Cr Farrah, seconded by Cr Bamber—Thafc a committee, consisting of the Mayor, Crs Howe, Chad wick, and the mover, be appointed to consider and report upon the desirability of lighting the streets.
