The Macandrew-Grey Manoeuvre Failed. The Dernier Resort a Forlorn Hope. The Press Agency forwarded us last night the following copy of a telegram dated October 16, from the Right Hon Earl Carnarvon to the Marquis of Normanby, Governor of Zew Zealand :— I have received a telegram from Superintendents, Macandrew and Grey, complaining of the enforcement of the Provincial Abolition Act, against the strong feelings of the Provinces, and urging that a reference be made to the Law Officer, and its disallowance ; also stating that disturbances was imminent. You may reply. The Act wa3 duly allowed on advice of the Law Officer, and cannot be disallowed. I trust there will be no risk of unconstitutional disturbances, and I have full confidence in your judgment, — Carnarvon.
