LONDON. Sept. 12. The Czar's birthday was held at Belgrade yesterday. At a banquet in the evening, Prince Milan expressed his entire devotion to Russia. The ship Windsor was abandoned on the 30th August in a sinking state. The crew have been landed at Plymouth. On September 8, Sir Stafford Northcote, in addressing a meeting at Edinburgh, said that the Eastern policy of the Government had been hampered by an unworthy jealousy of Russia, or fear of the Mahommedan subjects of India. He went on to say that the Empire of India ■ depended upon good government,* and that the Porte had sent a commission to Bulgaria armed with judicial power to inquire into the recent atrocities. Newspaper correspondents generally consider the peace conditions imposed by Turkey on Servia inadmissible.
