JAPAN.
Terms of arrangement have been mutually agreed upon to-day between the British Charge d’ affaires and Satsuma’s envoys, of a nature which the. former considers are all he could have anticipated, and which are of an entirely satisfactory character. These were made and disinctly understood in the presence of the Japanese high Government officials who accompanied the Envoys. So far has this, our former, antagonist shewn himself inclined to bear future friendly lelations with us, that proposals were even made for arrangements for sending to England some of the young men of the nobility of his territory, for travel and education. We hear, further, that notices have been posted in all quarters of Yedo, signed, by the street Governors, to the effect that hitherto the Government had seen it necessary to inspect and keep control over the amount of supplies sent in to the foreign market, but that in future this would be left to regulate itself by the feeling of the people, each one in his own mind. —Japan Herald% Nov. 14.
