The Cortes were opened on the Btli November. The Queen, in her speech, announced that schemes of constitutional reforms would be presented to the Cortes, and that hex’ Govei’nment was occupied ivitlx improvements in tlie internal ad-ministi-ation of the country. Her Majesty also announced that the revenue covei’ed tlie expenditure. Strong adhesion to the Papal cause was manifested in the Queen’s speech. The election of President of the Cortes took place the following day. Senor Alartinez de la Rosa, the Ministerial candidate, was elected by 214 votes against 89 given in favour of Senor Rios Rosas, the opposition candidate. Baron Tecco, Sardinian ambassador to the court of Spain, has received his passports, and quitted Madrid, in consequence of Spain refusing to give up Neapolitan archives.
