DEPENDENT PRIMARILY ON MAJOR POWERS WITH ALL PEACEFUL NATIONS CO-OPERATING. MR NASH ON WORLD OUTLOOK. (By Telegraph—Press Association.) AUCKLAND, December 22. Prior to his departure from the Dominion for the United States, the Minister of Finance (Mr Nash) commented on the world position, stating that the greatest events, in recent history were the four conferences held by'the United Nations. These were the food conference in the United States, the meetings of the heads of the four major Powers at Cairo and Teheran, and the conference of all the United Nations to discuss the relief and rehabilitation of occupied countries.

I The political ideals and economic policy of these four Powers might differ, but if the world was to have peace there must be closer intercourse between them and all other Powers, said Mr Nash. With these representatives meeting in an atmosphere of good will and trust, the old suspicions were gradually eliminated—for all time, he hoped. The world could not be permanently divided into East and West or North and South, not if peace and progress were to be maintained. The question was. could we so organise our relations that the old divisions and suspicions might never return? With these divisions gone, agreement could be reached on migration and other international questions. All nations must understand one another, and unless they did inevitably war would come again. In that international collaboration the British Commonwealth and the United States had great responsibilities. They could not rule the world together, as it could not be permanently ruled by coercive powers, however strong they might be. Russia must be recognised, not’only today, but tomorrow, and for all time. China would be a potent force for good or ill. Could China, Russia, the British Commonwealth, and the United States of America remain united? asked Mr Nash. They must if peace was to be assured. The problem of Indra was today nearer solution than at any period in its history. There had never bemi greater good will by the British people and their Government than existed today for India. “Either the Atlantic Charter is mere words’ or it is a charter of foundation principles upon which to build freedom of speech and expression, of rclig.ous worship, and freedom from want and fear,” MT Nash continued. The four major Powers could show the world how these objectives could be achieved. No peace was possible, howe n?r. without security, and security could not be achieved except by every nation determining to use that part of its sovereignty which was necessary to provide the joint use by all nations of all resources required to secure and maintain peace. Security could only be achieved, on the present evidence, by force at the back of it, the Minister concluded. The physical strength and resources of the Tour major Powers must be used to lay the foundation of a peace that would endure, and these must be backed by the consent, co-operation, and good will of all united nations, great and small.
