MEASURES TO PREVENT RECURRENCE DRASTIC ACTION IF NECESSARY. PROMISED BY VICEROY. (By Telegraph—Press Association—Copyright) CALCUTTA, December 21. “It is our duty not only to lessen the present suffering in Bengal, but also to take steps to ensure that it docs not occur again,” said the Viceroy, Lord Wavell, in a speech. “The main remedies are first, to restore general confidence and deal sternly with hoarders and speculators, and secondly, to arrange for suitable distribution of the available food at reasonable prices. Food is an all-India and even a world problem.” Lord Wavell emphasised that the Central Government had a food policy for all India, and that he would take drastic action to enforce it if necessary. He rated India’s necessities in the' following order: First, power schemes throughout the country to provide driving force for industry; secondly. irrigation schemes for agriculture, which is- India’s main industry; and thirdly; communications so that health and education can be improved in the villages.
