(By Telegraph—Press Association—Copyright) (Received This Day, 9.5 a.m.) LONDON, November 26. “Germany and Japan are now at the stage of preparations for real, decisive action,” says Martin von Allensleben, chief military correspondent of the German news agency. “We may safely conclude that Germany and Japan have held the most far-reaching military talks, with a view to establishing their strategy against Britain and America. What is more, they have means which justify them in being sure of final victory.”
