AIR CONFERENCE

LORD BEAVERBROOK REPORTS PROVISIONAL AGREEMENT REACHED. PLANS FOR INTERNATIONAL ACTION. (British Official Wireless.) (Receiver This Day, 10.10 a.m.) RUGBY, October 20. Lord Beaverbrook stated in the House of Lords that the Empire Air Conference had reached unanimous decisions on all points in two and a half days. It was agreed that any international air transport authority should be intimately asociated with and responsible to any United Nations security organisation which might be established. Other questions of high policy were raised and awaited the approval of the governments concerned. Delegates representing the Dominions and India attended. The conversations were necessarily of an exploratory and informal character and could not in any way commit governments. The conclusions could only be provisional. The issues presented were adequate for testing Empire opinion and civil aviation .

Lord Beaverbrook added, in regard to the next stage: “We hope to go forward at once to an international conference. That is our expectation and intention, but this must wait on the United States, and particularly Russia, for Russia is engaged on the battlefront and there may be on that account some delay. We are ready with our plan. If the Dominion governments approve what was transacted, we are ready with an expansive and complete plan. From planning to doing is a very long leap.
