COMPLEX PROBLEMS

ABOUT TO BE DISCUSSED IN MOSCOW MUCH PREPARATORY WORK ALREADY DONE. EARLY MEETING OF FOREIGN MINISTERS. (By Telegraph—Press Association—Copyright) LONDON, October 7. The Foreign Secretary, Mr Eden, welcomed the new Soviet -Ambassador, M. Gusiev, after which they reviewed the plan for the Three-Power conference in Moscow, says the diplomatic correspondent of “The Times.” Mr Eden also talked with Mr Averell Harriman, who is en route to Russia as the new American Ambassador to Moscow. Everything seems prepared for the conference, and the three delegations are making a last survey of the wide field to be covered, the correspondent says. It is their determination to omit no problem that is of common! concern, present or post-war, military, ■ political or economic. They will decide many questions themselves, and possibly will leave a few over for the proposed conference of President Roosevelt, Mr Churchill and Marshal Stalin. In order to provide for a full exchange of military information, Mr Eden will be taking a military staff headed by General Sir Hastings Ismay, who accompanied Mr Churchill on many of his missions. It is understood that the Moscow conference will begin about the middle of this month, states he Press Association’s special London correspondent. It is believed that much been done in London on the proposed agenda, beginning with M. Maisky’s visit here several weeks ago. It is expected that the subjects include Russia’s policy toward Germany, the future .of Italy, and the Russian attitude toward Poland, East Prussia and the Balkan States. It is emphasised that a political agreement must precede all other agreements such as economic, commercial and financial.

The political differences between Britain and America are difficult enough, but when we add the vast complex of interests represented by Russia, the task might daunt the bravest mind. Happily, courageous minds are not wanting among the statesmen of the three Powers.”
